Biography

Prof. Dr.Dr.h.c.mult. Vassilios Skouris, born on March, the 6th, 1948 in Thessaloniki where he attended primary and secondary school. He studied law at the Free University of Berlin (1965-1970) as a scholarship holder of the German Academic Exchange Foundation (DAAD) and in April 1970 received his law degree among the five highly successful students. From 1970 to 1972 he completed postgraduate studies at the Law School of the University of Hamburg with the same scholarship. From 1972 to 1977 he served as an assistant and then as a curator in the chair held by Professor Karl August Bettermann. In 1973 he received a doctorate in Law with the distinction ''magna cum laude'' and in 1978 was a lecturer of Constitutional and Administrative Law at the Law School of the University of Hamburg. He defended his doctoral dissertation entitled ''Teilnichtigkeit von Gesetzen'' and the undergraduate dissertation entitled ''Verletztenklagen und Interessentenklagen im Verwaltungsprozess''.

He has served as a professor of Administrative Law at the Democritus University of Thrace (1977-1980) and professor of Public Law at the University of Bielefeld (1980-1982). In 1982 he was elected as a full professor of Administrative Law at the Law School of the Aristotle University of Thessaloniki where he served until 1999. After his appointment at the Court of European Communities was on leave and in 2015, after leaving office, was named Professor Emeritus.

Following the dissolution of the greek parliament in 1989, Skouris served as the Minister of the Interior briefly during the caretaker government. He served another short stint in 1996.

Skouris was the President of the Hellenic Association for European Law between 1992-1994 and again, after his return from Luxembourg in 2015 until today.

Member of the first composition of the Supreme Council for Civil Personnel Selection (ASEP) (1994-1996).

Research director (1985-1990), secretary (1990-1997), from 1997 to 2004 and since then with successive terms chairman of the board of the Center for International and European Economic Law in Thessaloniki.

He has also served as a member of the scientific committee of the Greek Ministry of Foreign Affairs between 1997-1999.

Skouris represented Greece in important cases before the Court of Justice of the European Union.

Member of the governing board of the University of Crete (1984-1986).

Chairman of the Economic and Social Committee (1998-1999).

Member of the jurisdiction board of european schools for the adjudication of objections of their staff (1989-1998).

He has taught and given lectures at universities and research institutes in Greece, Germany, France, Italy, Great Britain, Belgium, Spain, the Netherlands, Switzerland, Austria, Poland, the Czech Republic, Slovakia, Slovenia, Hungary and Cyprus.

Awards and medals (Greece, France, Italy, Austria, Romania, Cyprus, Luxembourg). Holder of Theodor-Heuss-Preis 2015 for his contribution as President of the Court of Justice of the European Union to European Affairs.

He has published a series of monographs and a large number of scientific papers in Greek, German, French and English.

On 8 June 1999, the member states of the European Union agreed to the appointment of Skouris to the Court of Justice of the European Communities, or European Court of Justice. Following his first term, the Justices of the Court elected him as their President on 7 October 2003 and again on 9 October 2009. At the end of his term, his colleagues in the CJEU honored him with the publication of the liber amicorum entitled ''La Cour de justice de l’Union européenne sous la présidence de Vassilios Skouris (2003-2015)'' (published by Bruylant) while a colloquium was organised at the seat of the Court of Justice in Luxembourg on the occasion of the ceremony for the presentation of the Liber amicorum to President Skouris. The contributions of this event were published in a special volume entitled ''The Court of Justice of the European Union under the presidency of Vassilios Skouris (2003-2015)''. In 2014, his students, Lina Papadopoulou. Eugenia Prevedourou and Konstantinos Gogos organised a conference in his honor, the presentations of which were published in 2016 under the title "The European Court of Justice. Guarantor of the proper functioning of the European Unionn and citizens' rights'' by Sakkoulas Publications.

He has been awarded an honorary doctorate of Law at 11 Greek and European universities, namely Münster, Heidelberg and Speyer (Germany), Panthéon - ASSAS (Paris II) of Paris and Toulouse (France), Masaryk of Brno (Czech Republic), University of Bucharest (Romania), Vilnius (Lithuania), the National and Kapodistrian University of Athens, the Democritus University of Thrace and the Panteion University.

Since November 2010 he is corresponding member of Academy of Athens.

Honorary Bencher of the Honorable Society of Lincoln’s Inn since 2004.

After leaving the Court of Justice of the European Union and the Aristotle University of Thessaloniki, serves as an affiliate professor at the Bucerius Law School in Hamburg. In 2017 he was elected Chairman of the Adjudicatory Chamber of FIFA Ethics Committee. At the same time, he continues his writing activity, participates in scientific events and gives lectures in Greece and abroad.

Chairman of the supervisory board of ELIL (European Lawyers in Lesvos), an organization that provides counseling services to the refugees of Moria and Samos through the new european lawyers (2017-2020).

Chairman of the High Level Group Citizenship Innovation.

Member of the Advisory Council of the Empress Theophano Prize.

Chairman of the evaluation committee of Argo Awards.

Member of the panel provided for in Article 255 of the Treaty on the Functioning of the European Union.

Minister of State in the Caretaker Cabinet of Ioannis Sarmas.
